What Is the AVGS Voucher and How Can Expats in Germany Use It for Free Career Coaching?

How expats in Germany can access fully funded career coaching — and avoid the mistakes that get applications rejected.

Career coaching in Germany is expensive. A professional programme can easily run €1,500 to €4,000 or more. What most expats don't know is that the German government has a programme that can cover this cost entirely — and the majority of people who could benefit from it either don't know it exists, or assume they're not eligible.

The voucher is called the AVGS — Aktivierungs- und Vermittlungsgutschein. It's issued by the Bundesagentur für Arbeit or the Jobcenter, and it covers the full cost of coaching with an AZAV-certified provider. If your application is approved, you pay nothing.

I've helped many clients get this voucher. The ones who get rejected almost always made the same avoidable mistakes. Here's what actually works.

Who Can Get It — and What Most People Get Wrong

You do not need to be unemployed. You can register as arbeitssuchend (job-seeking) even while still employed — if you're considering a job change, exploring new opportunities, or planning a career transition.

You do not need to have worked in Germany for 12 months. That requirement applies to unemployment benefits (ALG I), not to the AVGS.

You do not need to be a German or EU citizen. What you need is a valid residence permit that allows you to work or seek work in Germany — EU Blue Card, work visa, Chancenkarte, family reunification with unrestricted work rights. All are eligible.

What you do need is a convincing case for why coaching would help prevent unemployment. Company restructuring, a skills gap in the German market, a career change that requires professional guidance — these are all valid grounds.

What AZAV-Certified Means

The AVGS only covers coaching from providers who are AZAV-certified — officially approved for government-funded coaching. When looking for a career coach who accepts AVGS vouchers, always confirm they carry this certification. Without it, the voucher cannot be applied.

The Most Common Mistake

Most people who apply for the AVGS do it wrong. They show up to their appointment, ask for a voucher, and get turned down — often without understanding why. The reason is almost always the same: they didn't build a case first.

Before requesting the voucher, you need to show your caseworker that you are actively job-seeking and that coaching addresses a specific, identifiable gap. The most effective way to do this is to bring documented evidence of your job applications alongside a clear analysis of where your profile doesn't match what the market requires.

Step by Step

1. Register as job-seeking at arbeitsagentur.de — you can do this online, even while employed.

2. Complete your profile accurately through the Agentur für Arbeit portal.

3. Track your job applications in a simple spreadsheet: date, company, position, status. Bring this to every meeting.

4. Review at least 30 job postings in your target field and list the requirements you don't fully meet. These gaps are what coaching addresses — and they're the foundation of your case.

5. Write a specific cover letter explaining why you need coaching and which gaps you're working to close. Generic applications rarely succeed.

6. Submit by physical mail or drop it in the letterbox. This creates a documented paper trail and obliges the caseworker to respond within approximately two weeks. Verbal requests carry no such obligation.

7. If you're rejected, appeal. You have one month from the rejection letter to file a Widerspruch. Read the stated reason carefully, address it directly, and don't give up after the first no.

If They Assign You a Coach You Didn't Choose

The Jobcenter cannot force you to use a specific coach. Attend at least one session to show good faith, then explain professionally why it isn't a fit. You can request a different provider, and if that request is denied, file a Widerspruch.
